| Civilt samhälle och demokrati
Today it is common to state that an active civil society creates a stable andeffectivedemocracy. Experience from anti-democratic organizations givesrisetoscrutinizethispredictedself-evident correlation between civil society and democracy.
Ianalyze this relation froma crise-perspective and illustrate the discussion with material from a crisis of democracy in Finland 1928-32.
The article is structured by some problems: Firstly, I mean that theories in general treat civil society in a simplified way as the moral “good sphere”. Secondly, I criticize the lack of
theorizing the context when civil society is discussed. Thirdly, many of the theories preserve the dichotomy of state and civil society as if it was a zero-sum game. At last I emphasize the
insufficient problematizingof thedistinctionbetween influence and participation. In the article I amespecially interested in how
to treat anti-democratic organizations in the theories.
Some theories exclude anti-democratic associations from the concept of civil society. The problem is then analytically solved but we still have to find models that enable us to analyze the
anti-democratic part of the civil society and its opportunity to challenge democracy. | |
| Manskulturens nedgång och fall?
The article is a discursive essay on issueswhich may be implied by the phrase ”the fall ofman”, in a historian’s perspective. Three points are made in particular:
1. During the last century, the male privilege to performthe role of persona publica has disappeared in western democracies; the outcome was however far from certain for the scholars who, in the beginning of this century, debated the right of women to participate in politics and in state service.
2. Male culture, taken as a specific way of behaviour, is a much more complicated matter. On-going research shows both continuity and a lack of continuity in men’s expression of emotions, for example.
3.Anotherpotentialdimensionofmaleculture is scholarly work neglecting gender as an analyticalcategoryinhistory. Women’shistorywas sometimes pursued in the 17th and 18th centuries. However, later, as Ida Blom puts it, ”women’s history lost importance as the historical sciences turned to studies of the formation of nations and nation-states, diplomacy and statesmanship. Not only the global and cultural perspectives, but also the understanding of the gendered
structure ofsocietieswas lost”.Today,this has changed completely; most scholars are aware of a gendered reality – but are we open enough to global perspectives? | |
| I skuggan av Sovjets sönderfall
The fall of the Soviet empire has entailed many consequences and repercussions. Dealing with three separate although interrelated issues, the author examines the position of Finland in the wake of Soviet disintegration. Firstly, Finland has abandoned her traditional neutrality and is now assuming a pro-Western position. In view of the fact that Finland’s membership of the European Union does not however provide sufficientmeans to solveFinland’s age-old security problem as a neighbour to Soviet/Russia, it is necessary that Finland intensifies her efforts to become in the near future a member of Nato. Secondly, tha participation of Finland in Euro-statsvetenskaplig Tidskrift 1998, årg 101 nr 1 pean integration has blurred the distinction betweendomesticpolicyandforeignpolicy, which is a presidential prerogrative. It has thereby fueled the constitutional debate in Finland concerning the position and powers of the presidency. In the viewof the author, recent events as well as experiences from Urho Kekkonen’s authoritative rule are sufficient incentives for Finland to leave the semipresidential camp and join the parliamentary regimes. Thirdly, the foreign policy debate has nowbeen revitalized and only few signs of finlandization and self-censorship remain.Recent research efforts that explain and elucidate the mechanisms of finlandization serve to promote a collectiveFinnish self-understanding. | |
| Den svenska modellens uppgång och fall - en essä
The argument in this essay is that the neo-corporatist political culture that characterized the ”SwedishModel”was built on a special form of ”organized trust”. This type of trust exists in threedifferent forms: (1) trustbetweenindividuals in the organization, (2) trust between the leaders of the different organizations, and (3) trust between the leaders of these organizations and the state. Starting with an ”historical compromise” during the late 1930s, the LO and the employer federations (SAF) solved the critical problem of collective action in the labor market by keeping wages (and consequently, the inflation) and industrial conflict under firm control through a system of centralized wage negotiations. As a cornerstone of the Swedish Model, the Basic Agreement was foremost a symbolic regulation of procedures for negotiations and for the peaceful settlement of grievances. The most important result of the process and the agreement, however, was the new spirit of trust in which unions and employers recognized their common interest in peaceful labor market relations. My argument is that it is the disappearance of such ”organized trust” that has produced the fall of the ”SwedishModel”. | |
